Write the business outcome, intended user, sponsor, constraints, and completion evidence. List decisions that require stakeholder input.

Choose a first deliverable that reduces the largest uncertainty: a brief, data check, prototype, or process map. Assign an owner and review date.

Separate confirmed scope from assumptions. Communicate what is not included.

Create an early shared artifact to expose disagreements about scope or direction before building the full result. Treat it as a review tool, not proof that one planning style is universally better.
